Key Staff Bios
Following are brief bios of Spectrum Strategies' Telecommunications Consulting Team Leaders.
Dan Carter President/General Manager has more than 25 years of experience in both the technical and operating sides of the telecommunications industry. His expertise spans operations management, network and systems engineering, new business development, technical administration, and marketing. His background includes extensive practical experience in the development, engineering, installation, and operation of telecommunications, telephone, and cable TV networks. He is former Director of Telecommunications Operations at ATC/Time Inc., (now AOL Time Warner) and Director of Technical Services for Tele-Communications, Inc. (now Comcast).
Mr. Carter has been a columnist for numerous magazines and other industry publications, for more than 12 years. He has also conducted more than 200 seminars to educate personnel on the financial and technical considerations for telecommunications operations within their respective trades. These seminars covered current and emerging technologies, ergonomic strategies, and financial feasibility assessment techniques to assist companies on how to use these disciplines to leverage their existing and planned assets to increase revenue and reduce operating costs.
Don Shelby Senior Vice President / CTO has more than 30 years of management and technical experience in the design, construction, implementation, and operation of advanced hybrid fiber optic, coax, and copper based CATV and telephone delivery systems. He has practical experience in all aspects of site preparation, aerial and underground construction, management and maintenance of network infrastructures. In addition, he has conducted extensive research into fiber optic technologies, as they relate to the transmission of voice, video, and data transmission. He also has extensive experience in Wireless transmission systems, including tower facilities. He is former Director of Engineering and New Technology for Media General Cable of Fairfax, Inc. and Vice President of Operations for Tri-Com, Inc.
Christopher Di Minico Vice President New Technologies has over 30 years of experience in the telecommunication industry and plays an active role in the development of a number of telecommunication industry standards. Mr. Di Minico is chairman of the IEEE 802.3 10GBASE-T Ad Hoc Cabling group, the chairman of the IEEE 802.3 10GBASE-CX4 Ad Hoc Cabling group, and the co-chair of the sub-committee developing the new TIA-TR42 Data Center Standard. In addition, Mr. Di Minico is the liaison for the IEEE 802.3 working group to the TIA TR-42 Engineering Committee.
Mr. Di Minico is a frequent speaker on a wide range of topics concerning telecommunications networking designs at conferences such as Networld+Interop and the Building Industry Consulting International (BICSI) and has published numerous trade articles and technical abstracts on the subject.
Dale M. Hoke Vice President has more than 35 years of experience in the design, engineering, operations, planning, budgeting and project management of telecommunications systems, including cable television, telephone, video, microwave, satellite, and fiber optics networks, with over seventeen years with Fortune 500 companies. Mr. Hoke also has broad based, practical experience in CAD and GIS systems, integrating mapping, engineering, and database information for digital and analog telecommunications systems, network operations centers, and smart building complexes. He has held positions of Project Manager for US Electronics, Director of Engineering for Paul Olivier and Associates, and Telecommunications System Manager and Telecommunications System Engineer for ATC/Time Inc., (now AOL Time Warner).
Dan Zumar Vice President Network Applications has over 20 years experience in the telecommunications industry. Mr. Zumar’s expertise spans next generation network technologies including: DSL, Soft Switch, Voice Over IP, and Free Space Optics. He is also experienced in network interfaces and signaling protocols including: DS1/DS3, ISDN, OC-X, SS7 and TCP/IP and wireless data communications. Dan is former Director of Sales for Digital VoiceXchange, a provider of prepaid long distance services. Prior to joining Digital VoiceXchange, Dan served in sales, sales engineering, applications engineering and product management capacities for voice platform manufacturers such as: Coppercom, Taqua Systems, Excel Switching/Lucent Technologies, Octel Voice Messaging Systems, Dialogic and Harris Corporation.
Ronald Rapp Senior Associate has more than 25 years experience in building automation and control systems. His expertise spans the design, engineering, programming, installation coordination, and customer training for direct digital, electronic, and pneumatic building control systems. He has designed the DDC control system for many buildings in the Denver area and in other western cities. He has performed the “annual” life safety system testing for over 100 buildings in the Denver metro and Colorado Springs areas since 1996. Key Network Operations Center work included facilities for USWest and MCI.
Mr. Rapp was the Commissioning Agent for numerous 1,000,000 + sq. ft. buildings in Colorado including: the Colorado Convention Center Expansion project, the Denver International Airport's Main and North Terminal Buildings, the Union Plaza Project in the Denver Technological Center, and the BRS/ISSC project in Boulder, Colorado.
Mr. Rapp is a licensed Professional Engineer. He was the Founder and President of Arappco Engineering. Prior to that he was the Regional Operations Manager/Project Engineer for Sachs Energy Management Systems, the Installation Supervisor/Design Engineer with Honeywell, Inc.
Bill Kirby Senior Associate has more than 25 years of experience in electric utility, cable TV, and telecommunications industries. He has worked extensively with strategy and business development issues for residential services, in-home networks, and home automation. Previously, Kirby was Director, New Ventures for Southern Company Energy Solutions, where responsibilities included defining new product development activities supporting mass market and National Account customers. Kirby joined Southern after gaining extensive experience in the telecom industry, which included assignments with Western Electric, Southern Bell Telephone, BellSouth Corporation, and BellSouth Enterprises.
Brad Wick Senior Associate has more than 20 years of experience in the engineering, development, and implementation of fiber optic and microwave telecommunications networks. His background includes extensive hands-on experience in the installation, testing, and commissioning of integrated systems. His background also includes in-depth experience in applications engineering, equipment sales, and development of account strategies and sales goals. His 20 years of employment with Rockwell International - Collins Radio Group / Alcatel USA included positions from Field Service Engineer, to Program Manager, to Assistant Vice President of Sales.
Rick Findlay Senior Associate has more than 25 years of telecommunications industry experience in sales and marketing, business and market development, business unit operations, and regulatory affairs. His background includes building profitable organizations, marketing and sales plans development, competitive analysis, new product development, market and customer research, and Public Utility Commission and FCC tariff development. In addition, he has coordinated interconnection agreement negotiations and collocation arrangements with Incumbent Local Exchange Carriers and Interexchange Carriers. He is former Director of Tariffs, Costs, Pricing and Regulatory Issues, and Director of Access Management (Interexchange Carrier Market) for Cincinnati Bell Inc. (now Broadwing Inc.)
John J. Powers Director Information Technology is a recognized expert in the information technology, telecommunications, and information transport requirements of large end-user clients and has been for the past twenty-five years. He has over 500,000 lines of voice, data, and video experience in the complex issues associated with planning, design and implementation of large, distributed systems. Powers’ provides assistance to clients in the development of a Critical Communications Infrastructure Plan, addressing the Edge, Core and Control functions within the client’s enterprise networks. Mr. Powers has published many articles and conducted tutorials nationally related to the telecommunications industry. He is a member of the IEEE Computer & Optical Societies, participant in leading communications and networking trade conferences, where his Telecom and IT networking tutorials and seminars have won critical acclaim.
